That's quite a common story actually. Partly we think this because some in the development community still see the scrum master roles as being part of the "management" and feel uncomfortable, others like the experience, but want to code, which to be fair is the carrier they have chosen. A dedicated and killed full time Scrum master can be invaluable in these circumstances. Remember a dedicated Scrum master could support more than one team
